The proposed projectwould use ground-mounted, tracker solar arrays and associated racking and electrical equipment.Alternatives considered by RUS and 02 EMC LLC include: No action, other technology, and sitingalternatives. The alternatives are discussed inthe Wadesboro Solar EA, The RUS has reviewed andapproved the EA for the proposed project.The availability of the EA for public review was announced via notice in the The Anson Record onNovember 23 and 30, 2016. A 14-day comment period was announced in the newspaper notice(s)The EA was also available for public review at the USDA Rural Development office and Wadesboro TownHall, located at: 124 East Wade Street, Wadesboro, North Carolina. No comments were received.Based on its EA, commitments made by 02 EMC, LLC, and no public comments received, RUS hasconcluded that the project would have no significantimpact (or noimpacts to waterquality, wetlandsfloodplains, land use, aesthetics, transportation,or human health and safetyThe proposed projectwillhave no adverseeffect on resources listed oreligible forlisting on the NationalRegister of Historic Places. The Agency has also concluded that the proposed project isaffect federally listed threatened and endangered species or designated critical habitat thereof Theproposed project would not disproportionately affect minority and/orlow-income populatiNo other potential significant impacts resulting from the proposed project have been identifiedTherefore, RUShas determined that this FONSI fulfillsitsobligationsunderthe NationalEnvironmenPolicy Act, as amended (42 US.C4321 et seq.), the Councilon Environmental Quality Regulations (40CFR 1500-1508), and USDA Rural Development's Environmental Policies and Procedures (7 CFR Part1970) for its action related to the project.RUS is satisfied that the environmental impacts of the proposed project have been adequatelyaddressed.
